Performance evaluation · The blueprint for excellence

Performance you can measure, score and defend.

Built on the SCDOT construction performance model, our framework converts subjective judgement into an auditable 80% objective / 20% subjective score — across safety, quality and execution.

The scorecard

Every project, on one honest dial.

Objective metrics drive 80% of the score; structured professional judgement informs the rest — so results are consistent, comparable and transparent.

Inside the method

How the objective score is built.

Each component is computed from documented formulas, then indexed to a common scale — no guesswork, fully auditable.

Safety & EMR indexing

The safety raw score is tied to the contractor's Experience Modification Ratio. A lower EMR earns a higher index — e.g. an EMR of 0.92 maps to ~79% (≈ 11.9 points).

QMT field audit scoring

Quality Management Team field audits feed the raw score; follow-up audits supplement — they don't replace — the original. Audit indices of 40% and 90% average to 65% (≈ 13.0 points).

Claims (DRB / ALC) impact

Claims only affect the score if a certified claim is partially denied by the DRB or ALC. Example: $500k claimed, $300k awarded (40% denied) across 7 projects → ~42.9% index (≈ 4.3 points).

The three pillars

Excellence, broken into what's measurable.

PILLAR 01

Safety & Compliance

  • EMR-indexed safety raw scoring
  • EEO / DBE & Davis-Bacon compliance
  • Proactive self-discovery of violations
PILLAR 02

Partnership & Management

  • Government & regulatory coordination (FHWA, USACE, USCG, SCDHEC)
  • Subcontractor, supplier, utility & railroad interface
  • Field personnel & public-relations excellence
PILLAR 03

Operational Execution & Quality

  • Project closeout velocity & submittal accuracy
  • Defect & rework rate control
  • Equipment & housekeeping standards
